SNAPocolypse: By November 1, the government shut-down – prolonged by the Democrat leaders – will lead to the suspension of SNAP benefit payments (Food Stamps) of 42 million people in America.

If no last-minute compromise is reached, riots and looting is certain in Democrats cities and states, where looting is prevalent throughout the year.

In Republican areas, looters are likely to be shot.

Trump can either invoke the insurrection act in sent military to Democrat strongholds or he can let the Democrats burn down their own cities. 

The Insurrection Act of 1807 empowers the president of the United States to nationally deploy the U.S. military and to federalize the National Guard units of the individual states in specific circumstances, such as the suppression of civil disorder, of insurrection, and of armed rebellion against the federal government of the U.S.

Beyond the Insurrection Act of 1807, there are several contingency plans that are not written into law, but are still on the table to be deployed to crack down on mass uprisings. 

Louis Onorato “Jeff” Giuffrida was the Reagan administration’s first director of FEMA.

In 1987, Giuffrida wrote a thesis outlining a military plan for the forcible relocation of millions of black Americans to concentration camps in the event of a national emergency involving racial strife.^[3][4] . The thesis appears to refer to 500K self-described militants (see page 38) being relocated. 

Is Rex 84 real? 

“During its nearly 8 years in power, the Bush administration has managed to revise and update a Reagan administration program which involved placing up to 21 million African Americans in detention centers in the event of civil unrest.”

(Taylor Media Services, Sept. 16, 2008) Is it just an urban myth or does America actually have a contingency plan to put millions of African Americans in detention centers in the event of a crisis or widespread social unrest? “Yes, the plan known as Rex 84 does exist,” says Robert Taylor senior editor of the online digital newspaper – The National Black News Journal.

 “Specifically,” Taylor adds, “Our report details how the plan was first devised in the early 1970s on the heels of the urban riots of the 1960s, later sanctioned by former President Ronald Reagan, it lay dormant during the administrations of the first President Bush and President Bill Clinton but was revived during the early years of the administration of the second President Bush shortly after the 911 attacks.”

   Taylor also claims that aspects of Rex 84 were tested in New Orleans following the devastation of Hurricane Katrina in 2005. Not only were U.S. troops (some just back from Iraq) involved, he says, but elements of the notorious security firm Blackwater and Israeli security agents participated.

   The National Black News Journal report is well documented including quotes from the man who in the mid-1980s modified the original 1972 so-called “Giuffrida Plan” – former FEMA Associate Director for National Preparedness John Brinkerhoff. Brinkerhoff later moved onto the well known and influential Asner Institute. In a 2002 paper Brinkerhoff says of the original plan, “it was approved by Reagan and actions were taken to implement it.”

   Everything in the National Black News Journal report, however, is not new. Some of it appears based on a July 5, 1987 Miami Herald report which said of Rex 84, “The plan was said to be similar to one Mr. Giuffrida [former FEMA Director Louis Giuffrida] had developed earlier to combat ‘a national uprising by black militants.’ It provided for the detention ‘of at least 21 million American Negroes’ in ‘assembly centers or relocation camps.’”

   Taylor cautions, however, “Rex 84 is a contingency plan. We could not identify any efforts to actually implement it.” Nevertheless, he adds, “What is perhaps most significant is that it had lain dormant for over 20 years but in 2002 was taken off a dusty shelf by members of the Bush administration, revived and then the president issued an executive order sealing the plan from public or media inspection.”

– Afghans in America are 5.3 x more likely to receive Food Stamps than Whites in America.  – Blacks in America are 3 x more likely to receive Food Stamps than Whites in America.

Certain demographics are historically more prone to loot than others. And that is during times when everyone is overfed and not starving at all.  – BLM riots: certain people are looting designer clothing.  – Mexicans protest against deportation: certain people are looting.  – A Hurricane strikes: certain people are looting.  – White liberals protest Trump: certain people are looting.  – It’s 5 o’clock somewhere: certain people are looting. 

– Certain people have already started looting in advance of the SNAP benefits suspension and thousands are prominent on social media making threats and inciting their people to start looting on Nov 1st.
